This guide describes the necessary elements for developing a live working program on AC transmission systems are described in this guide.
This guide describes procedures for operation of a helicopter working in the utility environment. Subjects include: governmental regulations, helicopter service provider requirements, work methods, pilot training and qualifications, line worker training and qualification, helicopter selection, fall protection, and crew training.
The purpose of this guide is to provide guidelines for the development of appropriate training and examples of procedures for when working from a helicopter while operating in a utility environment. Many of the references in this guide list agencies and government rules in the United States; however, specific manuals and procedures should reference the appropriate agencies and regulatory authority for the appropriate country. These guidelines are intended to:
* Address safety of the pilot, linemen, and ground crew, the general public and maintain/enhance the reliability of the electrical system and;
* Recommend the minimum training and qualifications for pilot, linemen, and ground crew.
* Recommend minimum helicopter requirements.
* Assist the electric supply industry to develop proper operating procedures, training, and awareness programs specific to operating a helicopter for the utility industry.
